March 2011. GWP-Lithuania joined International Drought Management Programme which is coordinated by the GWP and WMO.

April 5, 2011. Bernardas Paukštys, Chair of GWP-Lithuania participated in the workshop “Parallels: Water Resources Management Aspects of European Union Strategies for Baltic Sea and Danube Regions” in Budapest, Hungary. More than 40 experts from Bulgaria, Czech Republic, Croatia, Estonia, Hungary, Lithuania, Moldova, Poland, Romania, Slovakia, Slovenia and Sweden attended the workshop. The workshop was a joint initiative of the Global Water Partnership Hungary (GWP- Hungary) and Global Water Partnership Central and Eastern Europe (GWP CEE).

April 6 – 7, 2011. Bernardas Paukštys together with other GWPCEE Council memebers attended the GWP CEE Council Meeting which was held in the Hunguest Hotel Griff, Budapest, Hungary.

May 18, 2011. Workshop of Water Stakeholders in Kaliningrad.

The Stockholm International Water Institute (SIWI) together with its partners Northern Dimension Foundation and GWP in Lithuania and Poland has prepared a report “Managing and Development of the Water Resources Assets in Kaliningrad Oblast, Russia in Support of Economic Growth and Environmental Sustainability”.

The report was presented to the Vice Governor of the Kaliningrad Oblast and subsequently in a workshop on 18 May to both Federal and Oblast level senior officials, representatives of private sector, and scientific experts. The workshop was attended by 36 different stakeholders that have an interest in water resources in the Kaliningrad Oblast.

Experience of the neighbor countries of Lithuania and Poland in the implementation of the EU Water Framework Directive and IWRM offers options to work in partnership to prepare joint management and development plans for the transboundary Pregola and Neman river basins. “We can not develop a comprehensive Nemunas (Neman) river basin district management plan without involvement of the Kaliningrad Oblast” - Bernardas Paukstys, Chair of GWP Lithuania mentioned in his presentation.

June 14, 2011 Bernardas Paukštys, GWPCEE Council member attended the meeting of Coordination Group of the Protocol on Water and Health to the 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes. In March 22, 2011 Bernardas Paukštys has been approved as a member of Coordination group by the order of the Minister of Health and Minister of Environment, Republic of Lithuania.

July 26-28, 2011 Bernardas Paukstys, Chair of GWP Lithuania participated in the all-Russian conference on “Sustainability of water bodies in catchments and coastal territories; risks of their use”. The conference was held in Svetlogorsk, Kaliningrad Oblast. More than 100 participants from different regions of Russia took part in the conference. Bernardas Paukstys made a presentation in Russian language “River Basin Management in Lithuania”. Invitation to the conference was an outcome of the previous stakeholder meeting on 18 May initiated by SIWI.

October 25, 2011 Bernardas Paukstys, GWP Lithuania, Tomasz Okruszko and Janusz Kindler, GWP Poland, participated in the 13th Baltic Development Forum Summit in Gdansk, Poland. Bernardas, Tomasz and Janusz were part of the team which included also Natalya Smorodinskaja, Institute of Economy of the Russian Academy of Sciences, Moscow and Andreas Lindström, Stockholm International Water Institute (SIWI). GWP and SIWI representatives have been invited to the forum to present the results of transboundary cooperation project with the Kaliningrad Oblast. The presentation on behalf of GWP CEE and SIWI was made by Tomasz Okruszko.

December 8, 2011 Bernardas Paukštys participated in the seminar-discussion of the Water Problem Council at the Academy of Sciences, Lithuania with the topic „ Lithuanian Rivers: coordination of economic development and environmental aspects“ .

December 20, 2011 Bernardas Paukštys attended the seminar with the topic „ Remediation Issues of Polluted territories and Groundwater“. About 100 water stakeholders from ministries, municipalities, academia and society attended the seminar. Bernardas Paukštys made a presentation „Management Plans and Programmes of Measures for the Improvement of Status of Lithuanian Water Bodies“.

March 15-17, 2010. Stockholm International Water Institute (SIWI) together with GWP Poland and GWP Lithuania organised seminar in Warsaw “Integrated Water Resource Management for Economic Growth and Environmental Sustainability in Kaliningrad Oblast & Baltic Sea Region“. Bernardas Paukstys made a presentation on River Basin Management in Lithuania.
After the seminar SIWI drafted report “The Neglected Water Resources Assets in Kaliningrad Oblast, Russia. Opportunities to Create Sustainable Economic Growth through Water Reform and Development”. Lithuanian experience on river basin management is also shared in the report. It is planned to present the report to the government of Kaliningrad Oblast.
Paper „GWP CEE Helps Kaliningrad to Advance Water Agenda“ was published in the Water Talk.
March 23, 2010. Seminar for Lithuanian water stakeholders related to World Water Day was organised in Vilnius by GWP-Lithuania and Environmental Protection Agency. 50 participants from various governmental and non-governmental institutions participated in the seminar with the title “River basin management planning in Lithuania”. September 2-5, 2010.Chair of GWP Lithuania participated in the GWP Consulting Partners meeting in Stockholm.

End of October, 2010 GWP Lithuania together with Environmental Protection Agency organized series of seminars where river basin management plans and programs of measures including IWRM concept have been presented to the public.
The first took place in Ignalina Municipality on 25 October with the aim to present Daugava River Basin District Management Plan and programme of measures. In total 21 local people participated in the meeting and discussions.
Next day on 26 October Bernardas Paukstys, Chair of GWP Lithuania, presented river basin management plans and IWRM concept at the meeting of the Academy of Sciences. The meeting attracted 20 scientists and was an opportunity for a lively and open discussion about possibilities for improvement of programmes of measures which are a key part of river basin management plans.
On 27 October meeting was held in Telsiai Municipality to discuss Venta River Basin District Management Plan and programme of measures (37 participants) and on 28 October in Pasvalys Municipality to consult Lielupe River Basin District Management Plan and programme of measures (32 participants).

November 19-20, 2009. Seminar on “Sustainable Wastewater Management in River Basin Management Plans in Baltic Sea Region” Gdynia, Poland . Chair of GWP-Lithuania B. Paukštys made a presentation „River basin management plans and results of public consultation in Lithuania“
November 6, 2009. Presentation of Nemunas river basin district management plans to the Coordination Board members. Seminar venue was hotel „Sarunas“ ant it was organised by the Environmental Protection Agency and GWP-Lithuania. Several members of GWP-Lithuania participated in the seminar.
November 24, 2009. Presentation of Lielupe, Venta and Daugava river basin district management plans to the Coordination Board members. Seminar venue was „Sermutas“ hotel in Panevezys and it was organised by the Environmental Protection Agency and GWP-Lithuania. Several members of GWP-Lithuania participated in the seminar.
November 12-26, 2009. Film „Water for the Future“ was demonstrated at the seminars in Klaipeda, Siauliai and Vilnius. Seminars with the topic „When the knowledge becomes more important“ was organised by the Environmental Project Management Agency“.

Beginning of 2008. GWP CEE book „Sustainable Sanitation in Central and Eastern Europe: Addressing the needs of small and medium size settlements“ was published.
In February 2008 Ministry of Environment approached GWP-Lithuania asking to assist to represent Lithuania in the exhibition EXPO-2008 in Zaragoza, Spain. The topic of the exhibition is “Water for Sustainable Development”. GWP-Lithuania established a working group represented by the leaders of 10 major water institutions. First meeting of the working group chaired by GWP-Lithuania was held on 5 February. Potential themes and participants of the exhibition were discussed. Later the working group has met few more times in March-May, 2008.
April 16, 2008 a seminar on sustainable management of water resources was organised by the Ministry of Environment and GWP-Lithuania. 50 participants from the Ministry of Environment, Ministry of Economy, Environmental Protection Agency, NGO, universities, business companies, etc. attended the meeting. Participants/Presentations (in Lithuanian).
June 11, 2008. Participation in the meeting organised by the Ministry of Environment on “Successful utilisation of the EU Structural Funds”. GWP-Lithuania presented results of the successful project funded by the EU Structural Funds and co-funded by the GWPCEE “Saving water resources for future generations”. Representatives of the ministries of Environment, Agriculture, Economy, Industrial companies, NGOs participated in the meeting and listened to the presentation. Film “Water for the Future” has been demonstrated and copies disseminated to the participants.
GWP-Lithuania prepared informational terminal on sustainable management of Lithuanian water resources in English and Spanish languages. The terminal was in operation during the whole period of EXPOZARAGOZA (14 June-14 September). The following information was presented in the Lithuanian pavilion.
Brochure “Sustainable management of Lithuanian waters” in Spanish language has been printed in 2000 copies and disseminated among the visitors of the Lithuanian pavilion.
July 28-30, 2008. Participation of GWP-Lithuania in the EXPOZARAGOZA2008. Seminar on sustainable management of Lithuanian water resources was organised in the Lithuanian pavilion on 29 July, 2008. 8 members of GWP-Lithuania attended seminar and made presentations:

English version of educational film “Water for the Future” has been subtitled in Spanish and demonstrated during the seminar and later on 30 August at the Water Tribune.
End of 2008 Ministry of Environment has published a brochure “Most successful 2004-2006 EU supported environmental projects“. Project of GWP-Lithuania „Saving water resources for future generations“ was acknowledged successful project in the brochure.
Autumn 2008. Chair of GWP-Lithuania Bernardas Paukstys has been awarded by the Ministry of Environment for the adoration of Lithuanian name in Zaragoza2008 exhibition.
On the request of Water Suppliers Association GWP-Lithuania produced 50 DVD copies of film “Water for the Future”. Association covered DVD production costs and distributed copies among the water utilities, members of the Water Suppliers Association.

March 2007. Information campaigns on water related to the World Water Day have been organized by the Lithuanian EPA in Klaipeda (20 March), Alytus (22 March), Kaunas (26 March) and Vilnius (28 March). The specially equipped mini-bus has been moving from city to city and public meetings with society were held on the main squares of the cities. During the information campaigns people were informed about the importance of water resources and local water problems. DVD film “Water for the Future” produced by GWP-Lithuania was demonstrated in the above mentioned cities.
April 27, 2007, Lithuanian Environmental Protection Agency and GWP-Lithuania organised a seminar for the representatives of municipalities, counties and regional environmental protection departments. The topic of the seminar was „Integration of spatial planning and river basin management“. 59 participants from governmental (national and local), non-governmental and private sectors took part in the seminar. June 2007. Lithuanian Environmental Protection Agency (EPA) approached GWP- Lithuania asking to become an information centre for river basin management. Long-term Agreement for the period of 2007-2016 between the EPA and GWP-Lithuania (Vandens namai) has been signed and GWP-Lithuania became one of information centres for implementation of river basin management plans and programmes of measures.
September 21, 2007. Water and Education Task Force is continued. As a result of long time commitment to bring IWRM into education, Bernardas Paukstys was invited to present integrated water resources management approach (IWRM) in Zirmunai Gymnasium (high school) in the capital city of Vilnius. Presentation on IWRM was made and film “Water for the Future” demonstrated.
Autumn 2007. Due to the high demand, 100 additional copies of “Water for the Future” were produced and disseminated among various stakeholders. Total amount of DVD copies which were distributed in Lithuania and abroad has reached 350.
End 2007. GWP-CEE book „Sustainable Sanitation in Central and Eastern Europe: Addressing the needs of small and medium size settlements“ was translated into Lithuanian language.

August, 2006. GWP-Lithuania Council members Ms. Ilona Drulyte (Ministry of Health) and Mr. Kestutis Kadunas (Ministry of Environment) participated in the GWP 10-year celebration meeting in Stockholm. 19 August Kestutis Kadunas made presentation on activities and experience of GWP-Lithuania. The presentation was well accepted by participants. It was also acknowledged by the GWP Executive Secretary Emilio Gabbrielli (see letter of acknowledgement).
3^rd October, 2006 GWP Learning Review Team Mr. Eugene Stakhiv and Daniel Valensuela visited GWP-Lithuania. In the morning the team met officials of the Ministry of Environment

Mr. Rimgaudas Spokas, Director of Department of Water Supply and Sanitation;
Mr. Raimondas Sakalauskas, Deputy Director, Department of Environmental Quality;

and discussed role of GWP-Lithuania in dissemination of information on IWRM.

Afternoon the team had a meeting with the members of GWP-Lithuania. Representatives of ministries, professional associations, universities and private companies participated in the meeting.

In November-December 2006 GWP-Lithuania organised a national dialogue on river basin management in IWRM context. 2 seminars have been organised where IWRM was highlighted
28 November, 2006. Vilnius. Seminar “River basin management plans: environmental, economic aspects and needs of society“. The meeting was organised jointly with the Lithuanian Environmental Protection Agency (EPA).

The event was attended by 95 decision makers: representatives of ministries of Environment, Agriculture, Transportation, municipalities, counties, River Basin Coordination Boards, regional environmental protection departments, water supply companies and NGOs. GWP-Lithuania chair presented a topic “IWRM and River Basin Management - similarities and differences”. The main conclusion is that stakeholders are so much preoccupied with Water Framework Directive, that they do not understand well the need for IWRM. For most of them river basin management planning itself means IWRM. Programme/Participants.Among main challenges, mentioned by presenters were integration of river basin management and spatial planning, definition of coordination boards role and involvement of the society into river basin management planning.

The second seminar was held 1^st December, 2006 at the annual assembly of Lithuanian Geological Society. The topic of the seminar was: “The Year of Planet Earth”. 146 participants (academic sector of natural science, ministries, business sector) attended the seminar. Bernardas Paukštys made a presentation “IWRM and River Basin Management - similarities and differences“. Presentation in Lithuanian.
End of 2006. Country Water Partnership Lithuania has successfully finished IWRM awareness raising project “Saving water resources for future generations”. The project was financed by the European Union Structural Fund and co-financed by GWP-CEE.

Outcomes of the project:
16 seminars on IWRM have been organized in 8 schools with 1300 participants.
6 GWP-Lithuania seminars have been attended by 210 participants.
1200 brochures and 160 DVD on water produced and disseminated among various stakeholders.
Articles in local newspapers have been published.

17-18 March, 2005. UNECE High-Level Meeting on Education for Sustainable Development (ESD). Vilnius, Lithuania.
This Meeting was held on the level of ministers of Environment and Education of UNECE member states. The purpose of the meeting was to present national experience of states in the area of ESD, discuss and approve UNECE ESD Strategy, adopt framework for its implementation and open UN Decade on ESD in the UNECE region.
Chairman of GWP-Lithuania Bernardas Paukstys was invited to the meeting. GWP CEE programme on Water &Education has been presented at the NGO working group meeting, contacts with NGO “European ECOFORUM”, Ministry of Education of Lithuania established. GWP- Lithuania was included into the contact list of ESD organisations.
In 2005 GWP-Lithuania participated in the “GWP-CEE Task Force on Water and Education” and Bernardas Paukstys was a Task Force leader.

23-25 May, 2005. Bernardas Paukštys participated in the GWP Consulting Partners Meeting in Antigua, Guatemala.
In August, 2005 the brochure “Saving water resources for future generations” (in Lithuanian) has been published and 1200 copies disseminated among the Lithuanian schools. Lithuanian version of the brochure can be downloaded here.
13-15 September, 2005. Conference on Environmental Education in Europe, Klaipeda. The Ministry of Environment, Lithuania and Klaipeda University have organised the 9′th Conference on Environmental Education in Europe in Klaipeda, Lithuania. Bernardas Paukštys made a presentation “Water and Education in the GWP-CEE countries”.
In October, 2005 educational video film “Water for the Future” was created. Film was successfully demonstrated and copies distributed in schools, Ministries of Education and Environment, GWP-CEE Council members, Water Suppliers Assocoation, etc. Later film was translated into English, Spanish, Hungarian and Romanian languages.
28^th October, 2005. Seminar „Public participation in water resources management. Role of schools“ was organised. Discussion was going on integrated water resources management (IWRM), river basin management, public participation and the role of schools in water management. Programme\Participants. In November, 2005 topic “Water and Education in the GWP CEE countries” has been registered in the “Local actions” of the 4^th World Water Forum in Mexico.
December, 2005. GWP Survey “Integrated Water Resources Management (IWRM) in Lithuania” was completed.

In 2005 GWP-Lithuania (Public Establishment “Vandens namai”) was successful in the fund raising. A two year project (2005-2006) “Saving Water Resources for Future Generations” has been funded by the EU Structural Fund and co-funded by the GWP-CEE. Lithuania together with 9 other CEE countries is involved in GWP activities since the Warsaw meeting in November, 1998.

After the interim CEETAC has been establsihed with VITUKI as a host institution, in a two year period 6 CEETAC meetings were organised in various places of Europe: Budapest, Vilnius, Bled, Bratislava, Viena and Bucharest. Representatives of Lithuania participated in all of them. Beside that 3 rounds of national consultations with various water stakeholders have been held in Vilnius, where different aspects of water management, water vision and framework for action have been discussed.For preparation of national Water Vision-2025 a working group consisting of 10 representatives from various institutions has been established by the order of the Minister of Environment.At the end of 1999 the Water Vision report has been approved by the ministry.Representatives of Lithuania took part in the regional CEE meeting in Budapest, June 1999, Stockholm Water Symposium, August, 1999, and the 2nd World Water Forum in the Hague, March 2000. For dissemination of information on GWP and CEETAC activities the executive summary of CEE Water Vision Report, GWP-CEETAC leaflet were translated into Lithuanian language and sent to major water institutions and municipalities.The web page on water vision has been compiled and discussion forum on water club started with ineterested parties and persons. Activities described above was a good introduction of GWP and CEETAC among the water society of Lithuania. In the newly prepared Hydrogeological Dictionary meaning of abbreviations “GWP and CEETAC” are described. This is the best prove that GWP today is known and recognized in the country.
